Which papers qualify
New York works on county designation: county clerks and courts designate which newspapers may carry particular legal notices in that county. For the famous LLC publication requirement, the county clerk where the LLC's office sits designates the two papers, one printed daily and one printed weekly.

What it costs: the rate basis
Rates are set by each designated paper, not by a statewide statutory dollar figure. LLC formation notices in Manhattan and Brooklyn are notoriously expensive because the designated dailies there charge metro rates for six consecutive weekly runs; the same notice in an upstate county with a small designated weekly costs a fraction of that. The county controls the paper, and the paper controls the price.

Booking before the deadline
For an LLC notice: get the designation list from the county clerk, call both papers' legal desks, run the six weeks in each, collect both affidavits of publication, then file the certificate of publication with the Department of State along with its filing fee (the DOS fee schedule lists the certificate at $50). Miss the 120-day window and the DOS may suspend the LLC's authority to do business until you cure it.

Because the county clerk of the LLC's stated office controls which papers you must use, filers with flexibility on office location sometimes form with an office in a cheaper county. That is a legal and tax decision beyond this desk's remit; the buying fact is simply that the same statutory notice can differ in cost by an order of magnitude between counties.
